Council adopted Ordinance 1620 on April 14, 2026 by a 4–1 vote. Barrington, Miller, Royce, and Wallace voted yes. Flynn voted no.
The agreement describes 533.8 acres, up to 223,753 square feet of commercial uses, an approximately 125-room hotel, and up to 4,749,000 square feet of industrial uses on 396.5 acres.
They include a fee capped at $8 million, $16 million for a possible fire station, $1 million for fire equipment, $10 million for an electric substation, $750,000 for downtown or small-business assistance, and $500,000 for an animal shelter. Each payment has its own conditions.
The adopted records identify significant and unavoidable impacts involving air quality, greenhouse gases, some construction noise, and vehicle miles traveled.
The City election page says the related Measures U, V, and W will be on the November 3, 2026 ballot. Measure W asks whether the Development Agreement in Ordinance 1620 should be adopted.
How to read the numbers
A written commitment isn’t the same as money received.
The agreement phases payments, construction, and land dedications over time and ties them to different events. ABB won’t show them as received or completed until the record confirms it.

Moving from 32 budgeted positions to 2 is a staffing-table change. By itself, it doesn’t prove an equal budget reduction or confirm that every program ends. The staffing list must be read with the department pages and position list.
