A plan needs a majority.

Either of us can introduce a policy, request a hearing, ask questions, and vote consistently with this plan. Most budgets, ordinances, contracts, fees, land actions, and development agreements require at least three Council votes. The City Manager directs staff. Grants, partnerships, rate studies, labor rules, and legal review shape what can move and when.

Our promise is to introduce the work, organize public support, publish every vote, and report what moved, what stalled, and why.
